讲座内容介绍Lecture Content Abstract

本次讲座将追溯(以西方为主的)学者与从业者如何超越传统理论框架,进而接纳一个横跨政府机构、非营利组织、行业协会及跨国实体的网络化混合型领域。通过系统梳理西方盛行的理想型模型,包括韦伯式官僚制、新公共管理及公共价值方法。本演讲首先聚焦其核心分析价值,继而揭示这些模型在应对复杂现实组织情境时的结构性局限。

The presentation will trace how (predominantly western) scholars and practitioners have moved beyond classical frameworks to embrace a networked, hybrid field that spans governments, non-profits, associations, and transnational bodies. Beginning with a concise review of ideal-type models prevalent in the West —Weberian bureaucracy, New Public Management, and Public Value approach—the talk highlights both their analytical value and their limitations when confronted with complex, real-world organizations.

主讲人简介Speaker Profile

让·帕特里克·维伦纽夫(Jean-Patrick Villeneuve)是公共行政与管理学正教授,现任传播与公共政策研究所所长、公共诚信研究小组(GRIP)负责人,并担任洛桑大学与伯尔尼大学合办的公共管理与政策硕士课程联合主任。他持有瑞士洛桑高等商学院(IDHEAP/HEC Lausanne)的公共行政博士学位、剑桥大学哲学硕士学位、康考迪亚大学文学硕士/公共行政硕士双学位以及麦吉尔大学文学学士学位。他的研究聚焦反腐败、公民参与、透明度与问责制四大主题,通过方法论(评估工具开发)、政策实践(实施障碍分析)和效能验证(干预效果检验)三维度展开批判性研究,尤其擅长解构公共治理中“绝对善”概念的预设。其成果获欧洲科学基金会(ESF)、瑞士国家科学基金会(SNSF)及加拿大社会科学与人文研究理事会(SSHRC)资助,发表于顶级期刊并与国际出版社合作专著,同时担任多家学术期刊编委及专业协会委员。

Jean-Patrick Villeneuve is Full professor of Public Administration and Management. He is Director of the Institute of Communication and Public Policy, Head of the GRIP (Public Integrity Research Group) and Co-Director of the Master programmePublic Management and Policy(offered in collaboration with the University of Lausanne and the University of Berne).

He holds a Ph.D. in Public Administration from the Swiss Graduate School of Public Administration IDHEAP/HEC Lausanne (Switzerland), an M.Phil. from Cambridge University (United Kingdom), an M.A/M.P.A. from Concordia University (Canada) and a B.A. from McGill University (Canada).

His research focuses onfour topics: anti-corruption, civic participation, transparency, and accountability. His interests are methodological (how do we evaluate/measure them?), policy-focused (what are the challenges and limits to implementation?), and impact-oriented (does it work?). These questions lead him to critically evaluate concepts and initiatives often considered ‘absolute goods’.

His research has been funded by various public funding institutions, notably by the European Science Foundation, Swiss National Science Foundation and the Social Sciences and Humanities Research Council of Canada. He has published in a number of top level academic journals and with leading publishing houses. He is member of various journal board and academic associations.

Focus on the main framework used in academia to understand the functions (and misfunctionnings) in western countries. This would allow students to better position their reflection when addressing these contexts in academia, and for those aiming to works in international organizations, to be better equipped to understand some of the key conceptual references they will encounter in their future professional contexts.
