To fully leverage the important role of supervisors in the postgraduate training process, facilitate new PhD students' adaptation to graduate education, and ensure the quality of postgraduate training, the arrangements for the faculty-student supervise matching process for the 2025 intake are hereby notified as follows:
I. Matching Principle
The faculty-student matching shall adhere to the principle of "primarily based on two-way selection," ensuring openness, fairness, and impartiality.
II. Scope of Application
The matching process applies to the 2025 intake of doctoral students, as well as PhD students from previous years who have not yet completed the matching due to reasons such as leaves of absence.
III. Matching Procedure
1. Getting Acquainted Phase
Students are requested to initiate communication independently based on the list of doctoral supervisors in the school's database (Recommendation: Preferably introduce yourself via email to potential supervisors. The introduction should include, but not be limited to, your name, nationality, academic and professional background, potential research interests, past research achievements, and language proficiency).
2. Student Selection Phase
Submit your supervisor preference. Before October 28, 2025, send the completed matching result document (containing handwritten signatures from both the supervisor and the PhD student) in doc. or PDF format to the school's email address: sog_internationalaffairs@uibe.edu.cn.
IV. Submission of Materials
1. Once the matching results are finalized and endorsed by the school's responsible leadership, the school will uniformly submit them to the Graduate School Degree Office for record-keeping by October 30.
2. The information in the matching results (student's name and ID number, supervisor's name and ID) must be accurate. Any errors may prevent the supervisor's information from being entered into the student's record or cause matching errors, affecting the outcome.
V. Other Important Notes
1. According to Chapter 3, Article 8 of the UIBE Measures for the Random Inspection of Master's and Doctoral Theses (UIBE R&D [2020] No. 12), supervisors of theses identified as "Problem Theses" in national doctoral thesis inspections or Beijing municipal master's thesis inspections will have their qualification to recruit students suspended for the corresponding period.
2. In the matching process, supervisors shall not guide students outside their primary discipline and, in principle, may only recruit and supervise students within a maximum of two sub-disciplines under the same primary discipline category.
3. According to the School of Government Management PhD Supervisor Selection and Management Measures, a supervisor (primary or co-supervisor) shall, in principle, recruit no more than 3 new English-taught PhD students per year and supervise no more than 8 PhD students in total. Supervisors shall not recruit new PhD students within two years of retirement.
4. Supervisor Change:Adhering to the principles of mutual fairness, if exceptional circumstances after matching make it genuinely difficult to continue the supervisory relationship, adjustments may be requested during the first week of the 2025-2026 Spring Semester. Requests after this deadline will not be accepted. The reason for the change and the new proposed pairing must be clearly stated, submitted for school approval, and then reported to the Graduate School Degree Office for record-keeping.
