为进一步加强研究生教育质量保证和监督体系建设，提升学位论文水平，规范学位授予过程管理，保证学位授予质量，全体博士研究生在学位论文答辩前必须进行预答辩。根据《对外经济贸易大学研究生学位论文预答辩暂行办法》，现请各培养单位做好博士预答辩工作，具体要求如下：
To further strengthen the quality assurance and supervision system for graduate education, enhance the standard of doctoral dissertations, standardize the management of the degree conferral process, and ensure the quality of degree conferral, all doctoral candidates must undergo a pre-defense prior to their dissertation defense. In accordance with the Interim Measures for the Pre-defense of Graduate Dissertations at the University of International Business and Economics, all academic units are hereby requested to organize the doctoral pre-defense process. Specific requirements are as follows:
一、时间安排
I. Schedule
博士预答辩申请提交：2026年5月15日。
1. 纸质版申请和成绩单发送到学院公共邮箱。
2. 研究生综合信息管理系统上上传申请。
Application Submission for Doctoral Pre-defense: May 15, 2026.
1. Submit hard copies of the application and transcripts to the school's public email address.
2. Apply through the Graduate Student Integrated Information Management System.
博士预答辩时间：拟定于2026年6月17日。
Doctoral Pre-defense Date: Tentatively scheduled for June 17, 2026.
二、博士申请预答辩应具备以下条件
II. The following conditions must be met for the pre-defense of doctoral applications:
1.完成培养方案规定的课程等培养环节，取得相应学分；
2.通过博士学位论文开题评审，完成学位论文写作，字数达到9万字以上；
3.博士学位论文经指导教师审阅通过，同意推荐参加预答辩。
1. Complete all required coursework and other training components specified in the training program, earning the corresponding credits;
2. Pass the doctoral dissertation proposal review, complete the dissertation writing, and achieve a minimum word count of 90,000 Chinese characters (At least 60,000 words in English);
3. Have the doctoral dissertation reviewed and approved by the supervisor, who agrees to recommend the candidate for the pre-defense.

根据《对外经济贸易大学研究生学位论文预答辩暂行办法》，由学院具体安排，答辩时间提前3天公告。学院在组织博士预答辩前，将逐一审查《博士学位论文预答辩申请表》（详见“关于加强博士学位论文写作过程管理的通知”），未经导师审核同意的学生，不能参加预答辩。
为保障博士学位论文质量，博士预答辩专家组成人员不少于5人，其中校外专家不少于2人。每名博士研究生预答辩时间1小时。指导教师不能参加表决。
In accordance with the Interim Measures for Doctoral Dissertation Pre-defense at the University of International Business and Economics, the school shall make specific arrangements and announce the defense schedule three days in advance. Prior to organizing the doctoral pre-defense, the school will review each Doctoral Dissertation Pre-defense Application Form (see the Notice on Strengthening the Management of Doctoral Dissertation Writing Process). Students whose applications have not been reviewed and approved by their supervisors are not eligible to participate in the pre-defense.
To ensure the quality of doctoral dissertations, the pre-defense panel shall consist of no fewer than five experts, including at least two external experts. Each doctoral candidate's pre-defense shall last one hour. The supervisor shall not participate in the voting.
四、结果及处理
IV. Findings and Disposition
预答辩结果分为通过、不通过两种。
预答辩通过，申请人可继续完成后续学位申请流程；预答辩不通过，当期不受理该学位申请，申请人应对学位论文进行半年左右的修改，重新申请预答辩。
预答辩情况会在学生正式答辩时向答辩委员会通报。
The preliminary defense results are categorized as either Pass or Fail.
If the preliminary defense is passed, the applicant may proceed with the subsequent degree application process. If the preliminary defense is failed, the degree application will not be accepted for that term. The applicant should revise the thesis for approximately six months and reapply for a preliminary defense.
The preliminary defense status will be communicated to the defense committee during the student's formal defense.
五、系统操作
V. System Operation
博士生应在规定的截至时间前，在“研究生综合管理信息系统”-“预答辩管理”中提交预答辩申请并上传预答辩学位论文和《博士学位论文预答辩申请表》；学院管理员及时审核预答辩申请、维护预答辩结果。
Doctoral candidates must submit their pre-defense application and upload both the pre-defense thesis and the Doctoral Thesis Pre-defense Application Form via the “Graduate Student Integrated Management Information System” under “Pre-defense Management” before the specified deadline. 注意事项：
1.在预答辩前，博士生应按照学院规定时间，在系统中提交预答辩申请。
2.博士预答辩“通过”为提交学位答辩申请的前置条件。未在系统内及时提交预答辩申请（距相似性检测时间至少2个月以上），或预答辩结果“未审核”、“不通过”者，系统默认不允许申请答辩。
3.学院将于2026年6月30日前完成包括结果登录等的上半年博士预答辩全部工作。
Important Notes:
1. Prior to the pre-defense, doctoral candidates must submit their pre-defense application through the system within the timeframe specified by the school.
2. Passing the doctoral pre-defense is a prerequisite for submitting the degree defense application. Students who fail to submit the pre-defense application in the system in a timely manner (at least two months prior to the similarity check date) or receive a pre-defense result of “Not Reviewed” or “Failed” will be automatically barred from applying for the defense.
3. The school will complete all first-half doctoral pre-defense procedures, including result entry, by June 30, 2026.
六、建立博士论文学院内审制
VI. Establish an Internal Review System for Doctoral Dissertations
为加强博士学位论文质量管理，学院成立了院级论文质量督导组，建立内审制，在预答辩后介入，对本院《博士论文风险自查清单》上的论文提出不少于3条修改建议，并对修改情况进行鉴定，鉴定不通过者，暂缓学位申请。
To enhance the quality management of doctoral dissertations, the school has established a school-level dissertation quality oversight committee and implemented an internal review system. Following the pre-defense, the committee intervenes to provide at least three revision suggestions for dissertations listed on the school's Doctoral Dissertation Risk Self-Assessment Checklist. It also evaluates the revisions made. Dissertations failing the evaluation will have their degree applications deferred.
