The 3rd International Forum on Government Regulation and Governance (2017) of the University of International Business and Economics was successfully held

On May 18, 2017, the 3rd International Forum on Governmental Regulation and Governance hosted by UIBE, co-organized by the School of Public Administration (SPA) and Center for Multi-National Corporation Studies was successfully held. With the theme Governmental Regulation and Governance Under Globalization and Reverse Globalization, the forum invited more than 40 domestic and foreign specialists and scholars from the government, universities and scientific research institutions to explore new ideas and build consensus. More than 500 faculty and students attended and listened to the keynote speech and special reports.

The forum was divided into opening ceremony and keynote speech, special report and roundtable discussion and prepared four topics in total: Game and Equilibrium of Globalization and Reverse Globalization; Reconstruction of Global Economic Governance System and China’ Role; New Trend of FDI of multinational corporations in China and Adaptability of China’s Innovation-driven Development Strategy and Transformation of Governmental Functions and Positioning of Relationship Between Government and Business in the Process of China’s new round high-level development of opening economy. In the context of weak global governance, globalization and reverse globalization are the two trends of the world’s development today and will coexist for a long time. To advance the global governance mechanisms, keep up with the trend of global economic development and tap the new impetus and potentials of growth of the world economy, China has put forward the “One Belt and One Road” strategy. This is a “Chinese Program” that contributes to the world development and will become the major engine for a new type of globalization. The “One Belt and One Road” strategy has brought the world a reorganization of political and economic landscape and common maintenance for the community with shared future for mankind, which plays a crucial role in fulfilling the commitment of big nations. The “One Belt and One Road” strategy has promoted China’s overall opening up. From the coast to the inland, from the east to the west, and from underdeveloped areas to developed areas, it has effectively proved that the Chinese economy is featured as open, inclusive and advancing with the times. Apart from those, the strategy has promoted the construction of free trade zones in countries along the Belt and Road, and become an important front for attracting foreign investment in China. Through the introduction of technologies, production capacity cooperation and infrastructure construction, it has gradually formed a comprehensive and interactive situation along the Belt and Road. This requires all countries to improve their government management systems, enhance their governance capabilities, adhere to innovations in institutional mechanisms, achieve real interconnections, and constantly explore new global governance models and programs to provide institutional guarantees for the sustainable development of the world economy.

As President Wang pointed out in his opening speech, the topics and related issues of this forum are pragmatic and closely linked to the needs of the times. Prosperity and development are accompanied by poverty, conflict, inequality of distribution and environmental degradation in the process of globalization, which results in reverse globalization. All of these bring huge challenges to governmental regulation and governance of the globe including China and therefore some feasible and efficient thought and solutions have to be proposed. The forum gathered many excellent specialists and scholars to discuss the theme “Governmental Regulation and Governance under Globalization and Reverse Globalization”, which was of great significance. It was anticipated that experts and scholars could put forward new ideas and suggestions for the governmental regulation and governance through the discussion of the topic of strong practical and theoretical significance.

After the opening ceremony, the former United States’ first Chinese congressman David Wu, gave a keynote speech and gave a special report for the teachers and students entitled “China-U.S. relations in the era of Trump” in the afternoon. Under the leadership of Professor Baocheng Liu, David Wu had a Q&A interaction with teachers and students. He believed that as global powers in the era of globalization, the relationship between China and the United States had a profound influence on the process of global globalization. Since Trump was elected, a series of measures taken by the United States had had a tremendous impact on China-U.S. relations, especially the bilateral cooperation in the context of globalization.

Professor Lan Xue, Dean of the School of Public Policy & Management at Tsinghua University, gave a speech entitled “Public Governance in the Context of Globalized Rebalancing”. He believed that the current trend of globalization was irreversible and the global governance system is undergoing profound changes. China faced major opportunities in the transformation of the global governance system. Professor Xue also analyzed the far-reaching historical significance of the “Belt and Road” initiative. He thought that the “Belt and Road” had re-established the globalization agenda with the theme of interconnection and development, clearly defined the focus of global development and led the path of global development in the new era. However, China faced major challenges in its participation in the process of global governance and its public governance system needed further improvement.

Professor Canrong Jin, deputy director of the School of International Studies at the Renmin University of China, mentioned in his speech “Global Governance Deficit and China’s Responsibility” that China would become an important participant in global governance in the future. The “global governance deficit” currently had caused an economic slump, terrorism, and political game in the world. The third world countries were looking forward to the experience of China’s development. The traditional developed countries required China to assume more responsibility for world governance. Although China had not yet become a leader in global governance, with Europe and the United States facing a difficult situation in global governance, China would surely assume more responsibility and play a more important role in global governance.

Professor Xianggang Peng, who was from the School of Public Administration of the University of International Business and Economics, gave a keynote speech on “New Globalization and China’s Supply-side Structural Reform”. Professor Peng gave a detailed analysis and profound explanation on the issues related to supply-side structural reforms in China combined with the characteristics of the new globalization. He believed that the new type of globalization was both a challenge and an opportunity for China’s supply-side structural reforms. By advancing supply-side structural reforms, China could effectively participate in the new type of globalization and play a leading role; at the same time, China’s supply-side structural reforms also needed to be explored and broken through at the three core levels of institutional reform, upgrading of elements, and supply of public goods.
