Vice President giving speech
First, Vice President LIN Guijun give speech on Modern Regionalism: the Irregular Governance in Multi-lateral Trade.
In his speech, the origin of modern regionalism and its difference from traditional regionalism were given, with special illustration on modern regionalism features such as smaller countries seeking to ally with the large, attracting foreign capitals for competition, and giant FTA. Worries were also showed on shortcomings of modern regionalism including the trend of segmenting the world into a few of powerful trade blocks and regional trade agreements block their members to give discounts in the global multi-lateral trade. At the end of his speech the professor put forward his own opinion on choosing the ways of realizing global trade liberalization.
The topic of researcher WANG Xiaohong’s speech was “Joining Global Governance and Deepening Domestic Reform”. Madam WANG argued that China is taking an important role in globalization which in return asks China to participate in this process actively. China should take the responsibility of guiding global trade investment, presenting trade solutions and sharing China’s experience. The global economic and political structure is under readjustment, new trade investment regulations and global governance system are being reconstructed, which gives an opportunity to China who must deepen domestic reform, improve foreign investment environment, accelerate international trade transform and upgrade so as to launch a new wave of reform and opening up.
Prof. CUI Fan gave a speech on “ The Evolution of Global Trade Investment Liberalization and China’s Market Access Negative List Management”. The professor argued that the pre-access national treatment pluses negative list is not the only way of liberalizing investment, the absolute responsibility of opening up investment market could be an important segment of investment liberalization”. He further talked about the ways of constructing China’s market access negative list system. The professor’s speech won active reactions, drawing series of excellent questions.
Based on “Strengthening Competition Policy’s Fundamental Position”, Prof. HUANG Yong clarified the close relation between supply front reform and anti-monopoly as well as competition policy. He proposed that the competitive neutrality is closely relevant with the undergoing structural reform, anti-monopoly and innovation-stimulating. But it is important to take China’s economy development and the relation between international trade and investment into consideration, argued Prof. HUANG. China must establish a well-grounded regulation system that meets China’s market development and global trade investment, improving competitiveness, so China can participate in the global management more actively.
Prof. JIN Canrong gave his speech around “Global Management on Deficit and China’s Future Role”. Facing the challenges from terrorism, refugee flows, and climate changing etc, a more urgent requirement of improving global management has been seen while to meet the requirement is facing greater difficulties due to the sluggish world economy and superpower games, which coordinately leads to a downturn of global management and deficit with particularly noticeable influences on China. Prof. JIN concluded that the differences between China’s solutions of global management and the current ones supported by the US. He also emphasized that China needs to learn others’ experiences in global management so as to grow up.
Prof. LI Changan brought the topic of “Holding Right View on China’s Investment-driven Development Mode”. He argued that we should value the role of investment, in the meanwhile pay attention to “readjust investment structure”, “government functions transform”, and “improving investment efficiency”. China’s investment-driven development mode should be reformed but to a moderate extent, sticking to the dual policy of valuing both the investment and consumption.
Mr. LIU Debing shared his opinion from the angle of international trade. “It is time for China to join in the global management”, he said, but should not to rush, and “must learn the experience of the US and EU as well as foresight their next moves”. He also mentioned EITI, CSR, ESG, hoping to see UIBE will make more contributions in the researches on hot issues.
Researcher LI Zhijun briefed the new changes of global economy management, illustrating the problems as the current management solutions cannot fully meet the demand of the changing international division of labor and unable to effectively prevent financial crisis. As he proposed, China should take an active participation in global economic management, perfecting the current framework, strengthening international cooperation and promoting the reform of global management structure.
Chief Editor MENG Dahu discussed “China’s Asymmetrical Position in Global Economic Management Reform and Policy Making”. The editor analyzed the reasons of the increment of asymmetry in finance and its decrement in trade investment and gave proof, putting forward his questions in economic management and how to use “One Belt One Road” to stimulate economic management.
Prof. SONG Yantao illustrated “the basic implications of governmental regulation and management”, proposing the ways of governmental interference and the aspects of governmental intervention. Also China should build a strong government when staying in an unfriendly international environment. He also suggested the measures of using governmental management to solve government or market malfunctions, including “strengthening governmental regulation”, “promoting market healthy development”, “improving social insurance and social aid mechanism”.
Prof. PENG Xianggang gave his opinions on “The Frontline Problems of Governmental Regulation in a Globalized Era”, analyzing problems of supply front reform and China’s participation in global management from the angle of regulation. He emphasized the difference between regulation and management, the former, as he argued, is a system of norms and tools, while the latter is a conception and structure. He argued that the supply front reform is a readjustment of government-market relation. We must see the reasons of excessive production capacity, through defining the roles of government and enterprises, to put the priority of supply front reform in governmental regulation, to improve the supply front reform through the governmental regulation reform in economy.
Prof. TU Xinquan gave his speech on “TPP’s Influence on China and Solutions”. He analyzed the reasons of US transforming from WTO to TPP, proposing that whether or not joining the TPP was based on the world trend. For China, we must understand whether or not our reform and opening up are consistent with the TPP. At present, China’s reform largely conflicts with TPP, estimating in the next ten years China will not join the system, which requires China to foresight the possible outcomes of staying out of TPP and make preparations.
Prof. WU Changqi gave his speech on “Bilateral Trade Protection Agreements in the New Sino- US Relations”. He argued that in the globalized era the economic relations between countries have gone beyond political management structure, leading the competing neutrality to a merit, indicating the international community has recognized state owned enterprises as market economy players. In addition, Prof. Wu used statistics to contradict the charges against China’s anti-monopoly laws’ favoring domestic enterprises over international companies.
Researcher ZHANG Yan suggested China should improve her influence in global management, through learning the experiences of mature systems and former failures to formulate a China mode which could be possibly applied onto other countries.
Prof. ZHENG Juntian shared his opinions on international business reform in his speech “Improving Trade Facilitation and Strengthening the Interconnectivity”. The current economic development is facing greater challenges and obstacles, the customs must contribute to the national economy and trade development. Prof. Zheng used graphs to clearly show the reforms of customs in regulation.
Finally Dean FAN Libo made conclusion of the seminar. The management system is combined by governmental, enterprise and social management in a balanced way. The competing neutrality is an important conception, the competition involves state owned companies and civil corporations while the neutrality refers to government’s neutrality. The global economic management that this seminar focused on is broader, with the national capitalism as one of the aspects, which included strong governments, production factors control and intervention in industries.
The seminar served as a platform for experts and scholars exchanging ideas and having discussions on hot issues such as the requirements of China’s adaption in global economic management, government’s reform on traditional management system and other critical problems must be solved in the 13th Five-Year Plan. The outcomes of the seminar will have a great influence on economic-transform-oriented global economic management reform and improve China’s economic sustainable development.
