Associate Prof. Wang Shuwen Presented in Seminar at Shanghai Customs College

Associate Prof. WANG Shuwen was invited as keynote speaker to the 7th Seminar on Customs Risk Management at Shanghai Customs College on 16 December 2015, accompanied by Customs Management postgraduate WANG Jiali and undergraduate LIU Yinzhi. The seminar was composed of three topics: Customs Safety Access Risk Management, Risk Parameter and Random Management Deploy, Customs Risk Management Theoretical and Practical Development.

Under the topic Customs Risk Management Theoretical and Practical Development, Prof. Wang gave his speech based on the researches in the AHP-based Study on the Overseas Wasted Products’ Influence on China’s Ecology and Customs Risk Management, discussing the reforms and innovations of customs risk management through taking customs’ regulation on overseas wasted products import as an example. Overseas wasted products are one of the most sever ecological threats, while China as the major destination of those products is facing a grave threat, warned by the professor. The key to crack down smuggling overseas wasted products and minimize the ecological threats lies in the hands of customs administration. The China’s regulation on overseas wasted products has been improved though, the current measures and policies still cannot meet the requirements of minimizing or eliminating overseas wasted products’ inflow, considering the large scale of the products smuggling and the worsening ecological deterioration. In addition the thesis mentioned above was innovative in regulating overseas wasted products. Prof. Wang started from categorizing the threats and potential pollutions of overseas wasted products, presented relative cases, pointed out the danger of being lack of customs risk management. The professor innovatively put forward AHP (Analytic and Hierarchy Process) model to rate the customs risks of overseas wasted products, further dividing the risks on products level and enterprises level into four aspects, ending up in analyzing the customs risks put by the overseas wasted products. Prof. Wang used multi-level comprehensive rating system to get index weight, then to construct customs risk level model. Prof. Wang cited the case of Operation Lvli(绿篱行动) in 2013 to examine the plausibility of the model and further concluded three major risk management systems: customs regulation risk management, water guard risk management and anti-smuggling risk management, with relevant measures containing adjustable tactics of each management systems. Those measures and means are vital in preventing overseas wasted products inflow, protecting the ecological system. The accurate analysis and excellent innovations made by Prof. Wang won applauds from scholars and experts at the seminar.

The vitality of customs risk management continues to increase, consistently with the ongoing information technology and big data.
