At 8:30 am on November 27th, 2015, The Academic Conference on Public Administration of UIBE hosted by School of Public Administration was held in Room 1412 of Chengxin Building. The theme of this Conference was “Public Governance: reform and innovation”. The guests attending the Conference included experts and scholars from such universities and academies as Fudan University, Renmin University of China and Chinese Academy of Governance, and such guests from UIBE as Professor Shi Jianjun, President of UIBE, Professor Qiu Hongwei, Director of Subject Construction Office, Professor Tu Xinquan, Dean of China Institute for WTO Studies, UIBE and Professor Cui Fan, Deputy Dean of School of International Trade and Economics, UIBE. The Conference was presided by Professor Song Yantao, Director of Department of Administration Management of School of Public Administration.

At the opening ceremony of this Conference, Shi Jianjun, President of UIBE, delivered a welcoming address. President Shi Jianjun extended a warm welcome to experts and scholars coming from afar, expected everyone at present to draw on the wisdom of the masses to build an academic platform of public administration and wished a complete success to this Conference. Then, Professor Fan Libo, Dean of School of Public Administration of UIBE made a speech. Dean Fan Libo expressed that with the support and help provided by every expert, School of Public Administration of UIBE will develop in a better and distinctive way.

At 9:30 am, keynote speeches of this Conference were officially made and mainly included three parts.

Part One: Professor Wang Shuwen from School of Public Administration of UIBE acted as the presider.

The topic of the speech made by Professor Li Junqing, Dean of School of Management of Minzu University of China, was Research on Modernization of Governance System and Capacity of Public Security of frontier minority areas. In his speech, Professor Li made a detailed analysis of features and problems in public security of frontier minority areas as well as how to properly manage religions and expounded the importance of developing Xinjiang in a good way. The topic of the speech made by Professor Hu Xiangming, Deputy Dean of School of Public Administration of Beihang University , was Formation of Sensitive Mass Events of Projects and Logic of Actions Took by Participants. In his speech, Professor Hu introduced the features of stressful events, researched the motives, features of actions and consequence of participants and emphasized the significance of information disclosure. The topic of the speech made by Professor Xu Jialiang, Director of Center for the Third Sector, Shanghai Jiao Tong University , was Research on Systematism of Governments’ Purchase of Public Services from Social Organizations. He put forward suggestions and countermeasures for systematism of governments’ purchase of public services from social organizations from such perspectives as purchasing reasons, system embodiment, existing problems and creating policies. The topic of the speech made by Professor Liu Junsheng from School of Public Administration of China University of Political Science and Law, was National Governance and Reform. His speech where the picture and its accompanying essay are both excellent was fairly self-explanatory for audiences. The topic of the speech made by Professor Peng Xianggang from School of Public Administration of UIBE, was Several Thoughts on Governmental Governance Innovation. In his speech, Professor Peng Xianggang suggested that the government should depend on the idea of rule of law to govern the society, advance governmental governance innovation through changing and reforming the rules in economic field, improve social regulations, give play to the role of big data and promote innovation with civic participation.

Professor Fu Guangyuan from China University of Political Science and Law made an impressive comment on the speeches made by five experts. He said the fact that five professors without prior consultation adopted empirical approaches and quantitative research methods reflected the developing trend of China’s subject of public administration and stated the fact that each professor researched hot frontier issues in China’s public administration study with the method of combining theories and practices reflected their concerns about the country and people.

Part Two: Professor Hu Xiangming, Deputy Dean of School of Public Administration of Beihang University served as the presider.

The topic of the speech made by Professor Li Yongrui from School of Government of Beijing Normal University was Nature of Social Governance and Transfer of Political Paradigm. He adopted the case of Wan Anshi Reform to discuss the value that the Case can bring to today’s social governance. The topic of the speech made by Professor Fu Guangyuan from School of Political Science and Public Administration of China University of Political Science and Law was Problems in Redundant Construction of Think Tank of Decision-making Body of the government and their countermeasures. He analyzed the problems of think tank existing in current environment and suggested that more efforts should be made to construct a healthy decision execution culture and training programs market, design a scientific evaluation model and set up admittance standards. The topic of the speech made by Professor Feng Chunan from School of Economics of Central University of Finance and Economics was Projects of Social Science Foundation and Deserved Remuneration of Labor of Working Members. He put forward such solutions as collaborative innovation through analyzing such realistic problems in subsidizing scientific research funds as uneven distribution and reimbursement fraud. The topic of the speech made by Yi Lili from Public Administration Teaching and Research Department of Chinese Academy of Governance was Regarding Government Affairs Relationship as A Point of Penetration to Deepen the Reform of Non-profit Institutions. She analyzed the bottlenecks that we have encountered currently in today’s reform of Non-profit Institutions, carried out targeted case discussion and concluded that different types of relationships correspond to different management modes. The topic of the speech made by Liu Zhiyong, Director of Department of Public Administration of Capital University of Economics and Business was Several Thoughts on Theories and Practices of Social Shared Governance. He put forward his own thoughts based on the current idea of “social shared governance” and discussed the practices of social shared governance and solutions to problems we may encounter.

Professor Xu Jialiang, Director of Center for the Third Sector, Shanghai Jiao Tong University, made a comment on the impressive speeches made by every expert. He vividly commented the features of making a speech by every professor, put forward suggestions for every report and thanked every professor for their contributions to this Conference.

Part Three: Professor Lv Weixia from School of Public Administration of UIBE acted as the presider.

Wang Yuanyuan, a PhD student in Beijing Normal University introduced her study of issues concerning integrating urban and rural pensions system and put forward a series of feasible solutions. The topic of the speech made by Professor Wang Huachun from Beijing Normal University was The Factors Deciding China’s Financial Power Division and Their Difference Analysis. He established a model to study through extensively collecting data. It took the whole group two full weeks to gain the data of a certain research, which reflected their patience and prudence towards scientific research work.

Hot social issues are important topics for discussion at this Conference. Huang Wenhao, a PhD student in Renmin University of China discussed from the perspective of the hot social issue “Urban Village” and put forward the opinion that urban village renovation must guarantee the rights and interests of migrant workers. While associate Professor Chen Jianguo from North China Electric Power University paid attention to the topic of social organization reform and explored the professionalization of human resources team of scientific and technological communities. Taking the value of evaluation of university governance as core and using evaluation system of government governance and evaluation system of corporate governance for reference, Li wei who is from Research Institute for Higher Education of Fudan University put forward his own understanding of evaluation system of university modernization governance.

As for public policy, Ou Chunzhi, a post doctoral student in Chinese Academy of Fiscal Sciences of Ministry of Finance of the People’s Republic of China, conducted a survey of the problems currently existing in PPP model. Cheng Bohui, a teacher from School of Public Administration of UIBE, presented his own viewpoints with respect to social governance and innovation in ethnic minority areas. Gao Yibo, a graduate for a Master’s degree from Chang’an Cultural Institute of Chang’an University, focused on innovating supply mechanism of public cultural services in urban community and put forward the idea of the shift to multiple-center governance.

Professor Feng Chunan who attended the Conference made a comment on the speeches made by every expert. He pointed out the importance of research topics mentioned at this Conference and meanwhile also put forward some suggestions. For example, he suggested that in the process of research every expert and scholar should pursue diversification of method, apply for game theory analysis, and some topics also need to be clearly focused on, meanwhile, also need to further publicize achievements in scientific research and strive for transferring achievements in scientific research into practical productivity.

The spark of thinking interweaved in the conference hall. With the sharing and exchange of experience in researching issues by every expert and scholar attending the Conference, frontier academic issues were further focused on and explored deeply. In addition, young graduates for a Master’s degree and graduates for a Doctoral degree exchanged their experience with older research scholars and their behaviors won unanimous approval of experts attending the Conference.

This academic conference on public administration was the first pioneering exploration for School of Public Administration of UIBE and it gained strong support from the University. The topics of speeches made by experts at the Conference fully reflected the frontier feature of academic seminar and the opinions that every expert expounded were also beneficial to the guests at present. We believe that in the future further progress will be achieved in the construction of the subject of public administration of UIBE.
