President Shi Jianjun and the head of every department earnestly heard the report and made a detailed recording. President Shi Jianjun made closing statements based on this report. He pointed out that “the 13th Five-year Development Plan (Draft)” of School of Public Administration was a reflection of the fact that School of Public Administration earnestly made great efforts to conduct the investigation and research and thought deeply. He especially thought highly of the development objective and orientation of School of Public Administration to “Make School of Public Administration one of China’s most distinctive Schools of Public Administration”. Meanwhile, President Shi gave some strategically situated and detailed suggestions and guidance with respect to how School of Public Administration strengthens and improves “the 13th Five-year Development Plan” in the next step.

President Shi pointed out that “the 13th Five-year Development Plan” is the programmatic document and guide to action of every school, which decides the speed and quality of the development of every school and should be paid high attention to. Therefore, School of Public Administration needs to seriously figure out and sum up the achievements and shortcomings in career development during “the 12th Five-year Plan” and radically analyze all the factors hampering the development of School of Public Administration; needs to find the characteristics of the development of School of Public Administration from subject construction, education and teaching, faculty building, scientific research and social services though centering on such national strategic needs as China’s open economy development strategy, Implementation Opinions of Deepening the Reform of Innovation and Entrepreneurship Education, Framework Plan for Promoting the Construction of World-class Universities and Subjects, Outline for Coordinated Development Between Beijing, Tianjin and Hebei Province, and efforts should be made to research how to form these characteristics.

As for subject construction, we need to compact subject direction, gather subject faculties, actively construct a national-level professional think tank and in the future make School of Public Administration a school taking customs management as a distinctive subject and developing multiple subjects at once. We should preserve and persist.

As to faculty building, high-level subject construction must be safeguarded by a high-level talents team, which means that due attention should be paid to doing the work of recruiting, assessing and inspiring, formulating regulations and system for introducing high-level talents, researching what kind of talents should be introduced for different positions and training high-level talents who can contribute to the rapid development of School of Public Administration.

As for education and teaching, we should strengthen sort management and teach students in accordance with their aptitude. Intensify the efforts to invite practical supervisors outside school and achieve the combination of theories and practices through adopting such methods as case-based teaching, internship and practicing by taking a temporary post. Let the students practice what they have learnt so as to improve their practical ability.

As to scientific research, enhance academic exchange between domestic and foreign institutions. Increase the chance to contact with social institutions and build and develop some academic research centers similar to “GPC”. Let every teacher give full play to his initiative, expand research vision and make more high-quality achievements.

In the aspect of social services, closely contact alumni association in every place and strive for developing resources. On one side, take advantage of such ministries and commissions as customs and social institutions to provide development platform for teaching and scientific research; on the other hand, in return we can also serve ministries and commissions and social institutions, achieving mutual benefits.

Since the leadership of UIBE gave some targeted and constructive opinions, this symposium on investigation played an active role in expanding horizons and innovating ideas in the work of formulating “ the 13th Five-year Development Plan” of School of Public Administration. School of Public Administration will based on new starting point make greater efforts to promote new measures, plan new development and achieve new progress.
