Learning Reflection on MPA Expert Forum – Yujie Wang, 2016, MPA Customs

The golden autumn October is the harvest season, and the lecture themed “The Challenges of Economic and Social Transformation” given by Libo Fan, the Dean of the School of Public Management, from which we gained lots of spirit inspiration and knowledge. The spacious classrooms were crowded with student; and lecturer Fan gave a wonderful lecture with his profound knowledge and vivid presentation style, which gained several rounds of applause.

In the course of the lecture, Mr. Fan reviewed many key words after the 18th National Congress of the Communist Party of China that had influenced us, and with these words, he did a smooth analysis of the economic situation and social development of China. After the whole lecturer, I deeply felt that Professor Fan is full of optimism about the economic situation in China, a fair attitude towards the role of the market and the government and an open perspective on social development and change.

Optimism - confidence in China’s economic development. This is also the expectation and belief of every patriotic Chinese to build a bright future for our motherland. Confidence is more valuable than gold. But the unfounded blind faith and arrogant speculation are cloud-castle, and processor Fan talked from the inertial and predictable long-term economic development, and took United States and Japan as reference that they became powerful economic countries in the world less than one hundred years, and then compared with the new isolationist policy of the Trump administration of the United States, and Taiwan and South Korea getting entangled with inner parties fights which are hurting their economy and society, and a credible exposition of China’s economic development for the foreseeable future, which bought us stronger and more realistic confidence in China’s economic situation.

Fair - objective and neutral to the market and the government. “If the enterprise is the main body of the market economy, other subjects, including the government, should serve for the market” Mr. Fan said in the lecture, which is a really sharp point of view. It deeply expounded that the supply side reform is to solve the problem of the enterprise, the policy of “streamline decentralization, strengthen supervision and optimize service” should also supports the enterprise. He also took the case of Qinghou Zong of Wahaha assailing the administrative examination and approval system to illustrate that the regulation and reform in this respect still have a long way to go. But on the other hand, Professor Fan does not support the absolute liberalism. He pointed out that if the problem of the efficiency of resource allocation is to be solved, the market is the main body, but the role of the government cannot be ignored. The construction of the “eight vertical and eight horizontal” high speed rails in China embodies the Chinese government’s ability to regulate resources, and the importance of the government’s planning and execution has been reflected in the case that from preparation to the completion of the Great Bay area of Guangdong, Hong Kong, Macao and the Great Bay area spent less than ten years.

Opening up - does not presuppose position on new things arising from social development, and develop what is useful and discard what is not in a prudent manner. In the course of the lecture, professor Fan proposed a fresh point of view that “regional development relies on immigration”, and he further elaborated that the high quality labor migration brings entrepreneurship and pioneering spirit that play an important role in the development of the regional market. In the lecture, he took the empirical evidence of the three world innovation bases in Silicon Valley, Tel Aviv and Shenzhen as a real reference; and talked about the four risks in social reforms including mental slack, lack of ability, negative corruption and disengagement from the masses, and discussed what mentioned by Zhengfei Ren that there are three “black holes” in HUAWEI: “mountanism” (bureaucratic allegiances), corruption and laziness, and then concluded that all these are the problems of institutional construction, only by putting power in the cage and preventing power abuse, the society can develop in a healthy way. In the end, Professor Fan also analyzed the efficiency of development and society justice, he pointed out that the traditional concept of development, namely, the “catch-up” and GDP competition mechanism, were lacking in social fairness. The new concept of development should transcend the “catch-up” era and correct the social costs issues such as the gap between the rich and the poor and the destruction of the environment brought by the one-sided pursuit of efficiency of economic development. He also believes that the social transformation and civil society is in progress, and everyone has the right to choose in that society. Social division and pluralism is a trend. The coming out of new things do not represent the demise of old things. Intergenerational struggle and dependency will evolve into intergenerational integration and compromise.  Professor Fan put “Young people are always the hope and the future” as the end of the lecture, which made the young people feel an upsurge of emotion.

The university is big, not the big of big building, but the big of master. Professor Fan’s lecture is full of witty words, and is profound in meaning and thought-provoking. We broaden our horizon and increase knowledge in the lecture, I really gain a lot from the lecture!
