1. General Overview

The MPA degree authorization center of the University of International Business and Economics was approved in 2010, and it has cultivated 546 MPA graduates. The MPA program of our school has three enrollment directions: Public Administration, Customs and International Trade Administration, and Government Governance Modernization Experimental Class (added in 2021). (1) The Public  Administration  major of our university was founded in the 1990s, and it is one of the first key universities to establish the administrative management undergraduate major in China. This direction has formed an excellent public administration and public policy research team, and pays attention to service decision-making consultation. A number of research results have been approved by the Standing Committee of the Political Bureau of the CPC Central Committee and other Party and state leaders. In terms of personnel training, a large number of outstanding government administration personnel have been provided to the Ministry of Foreign Affairs, the Ministry of Commerce and other state organs. (2) Customs and International Trade Administration relying on the advantages of customs administration and international trade in our university, we focus on cultivating senior professionals of customs and international trade administration. The Customs Administration major of our university has a long history and strong trade strength. At present, we have trained more than 60 bureau-level customs officers and outstanding alumni such as Mr.Gong Zheng, Mayor of Shanghai. (3) The experimental class of government governance modernization focuses on cultivating outstanding government governance talents in the field of politics and economy. This direction carries out the main course teaching activities in Beijing, with Qingdao Research Institute as the training / practice base. During the study, students can travel to Beijing and Qingdao according to the arrangement of the training program to carry out in-depth course study and rich practice. Our school and Qingdao Research Institute will make full use of the educational resources of the two places and the location advantages of Qingdao Research Institute, and devote 

ourselves to providing a large number of governance talents with international vision to Qingdao city and other parts of the country.

The MPA program of our university has distinctive international characteristics. It has successfully passed the certification of the International Public Administration Education Union (NASPAA), and is one of the members of the INCU of the International Union of Customs Universities. Since 2017, the program has launched the International Master of International Public Administration (IMPA) education program for foreign students, while expanding EDP projects for foreign economic departments, enterprises and institutions (including foreign officials training in China),greatly enhancing the international popularity of talent training.In 2022,24 IMPA students and 14 MCA students (master of Customs Administration) were enrolled, 20 IMPA students graduates,who can be found in more than 20 countries and regions.

In 2022, we have enrolled 97 MPA graduate students, including 9 full-time students and 88 students who are not full-time students. Currently, the total number of MPA students is 221; 42 MPA students graduated, with the employment rate of 100% and 13 of the 42 graduates were promoted and awarded in work during the study period, accounting for 31%. In The class of 2022, Li Chao was awarded the honorary title of Beijing Excellent Graduate. There are 52 graduate supervisors, including 16 professors and 22 associate professors. At the same time, there has more than 30 off-campus mentors from national ministries and commissions, relevant government departments, well-known state-owned enterprises and other units. Most of the MPA teachers in our school are professors and doctoral supervisors with rich teaching and practical experience.

2. Talent Training

2.1. Training scale, enrollment and employment situation

In 2022, we have enrolled 97 MPA graduate students, including 9 full-time students and 88 students who are not full-time students. This year, 42 MPA students graduated with an employment rate of 100%, 52% of whom work in party and government organs.

2.2. Curriculum onstruction

2.2.1. In order to optimize the curriculum, the program strictly implements the Work Measures for Promoting MPA Graduate Case Teaching in the School of Government of the University of International Business and Economics, Measures for MPA Teaching Staff Construction and Teaching Management of School of Government, University of International Business and Economics, and completes the teacher selection of "E-government", "Advanced English" and other elective courses.

2.2.2. In order to improve the quality of courses, our school organized teachers in 2022 to actively participate in faculty training such as the Teaching and Case Seminar of the National MPA Core Curriculum "Constitution and Administrative Law", Seminar on Teaching and Case of "Political Science" of National MPA Core Curriculum, The Teaching and Case Seminar of "Public Economics" in the National MPA Core Course, The Launch Meeting and Participation Training Meeting of the 7th Chinese Graduate Student Public Management Case Competition organized by the National MPA Teaching Index Committee.

2.2.3. In order to explore the professional frontier and further expand the number of lecture teachers, we invited famous scholars of domestic public administration field such as Ding Huang, Zhou Nianli, Wang Tengjiao, Gao Yuning, Liu Ying, Meng Tianguang, Gao Xiang, Ma Liang, Ma Liang, Huang Huang, Zhang Nan, Fan Ziteng, Wang Qingbin and so on to hold a series of seminars for more than 10 times within one year.

2.3. Awards of graduate students

This year, many MPA students have achieved good results in their study and work, among which Wang Mingxiao of 2021 MPA student showed outstanding performance in the 20th security work and won the third-class merit award issued by the Secret Service of Beijing Municipal Public Security Bureau. Cao Lanping, Ma Wenting, Liu Jia, Yu Fumei, Yuan Pengyu and other students have passed the qualification examination of accountant and economist.

2.4. Construction of the degree-awarding quality assurance system

2.4.1. Further improve the functions of MPA education center, strengthen the tracking management of the whole process of training, establish the head teacher system for MPA students, implement the double tutorial system inside and outside the school, and improve the A / B Angle system of course teachers.

2.4.2. To strengthen the construction of academic ethics and style of study, "Scientific Research Ethics and Academic Standards" is listed as a required course

2.4.3. Improve the academic degree management system. In order to promote the institutionalization and standardization of the degree work, the university strictly implements the Rules for the awarding of Doctor and Master degrees and the Standards for the Writing of graduate dissertation, further improves the degree management system and strengthens the long-term mechanism of quality supervision.

2.4.4. Strictly control the quality of degree awarding. The proportion of sampling of MPA master's dissertation should be increased to 25%, and the "double inspection" will be implemented for the similarity testing of master's dissertation, that is, the initial inspection and reexamination of similarity should be carried out before the defense, and the final inspection should be conducted after the deliberation of the sub-committee. At the same time, the double-blind sampling mechanism combining "key monitoring" and "random sampling" will be carried out.

2.4.5. Graduate student award

In 2022, a total of 229,600 yuan of graduate student grants were distributed to 38 students.

2.4.6. International exchanges and cooperation

Affected by the epidemic, the participation of graduate students in international exchanges and cooperation has decreased significantly this year. However, students are encouraged to participate in relevant international conferences, lectures and forums through online meetings, online lectures, and online forums， for example, the organization of the PhD Forum and International Symposium on Global Government Regulation and Governance in the Digital Era of the University of International Business and Economics, inviting Professor Craig Moore, Deputy Dean of the International Department of The University of Northumbria, Associate Professor Francesco Grillo, University of Pisa Santa Ana, Italy, Postdoctoral researcher of the Interdisciplinary Space Analysis Laboratory of the University of Cambridge, strengthening the international dialogue and international exchanges between teachers and students.

2.4.7. Academic training and paper publication

This program attaches great importance to cultivating students' academic research ability, and provides incentive guarantee for the scientific research of teachers and students; Implement the supervisor responsibility system, strengthen the supervisor to strengthen the training and guidance of MPA students in academic papers and scientific research projects; In the course design, "case Analysis method and paper Writing" is included in the required course; Academic salons and lectures were held, and a number of journal editors and well-known scholars in the industry were invited to introduce scientific research methods, methods of thesis topic selection, and frontier issues of subject research to students.

After a series of positive measures, the students are enthusiastic about research, and many students have published their papers. Lei Yang, a student of Grade 2022, published an academic article entitled "Evaluation of the Implementation effect of the Negative List in China Pilot Free Trade Zone —— Content Analysis based on the Negative List version in 2013-2021" in CSI Asia-Pacific Economy.

2.4.8. Teachers and students' participation in the meetings / events of the professional degree teaching index committee

The teachers and students of the program actively participate in the relevant meetings and competitions organized by the MPA Teaching Index Committee. Two teams were organized to participate in the sixth China Graduate Student Public Management Case Competition. Teacher representatives of our school also participated in a series of training activities of the MPA Teaching Index Committee, such as National MPA core course "Constitution and Administrative Law" teaching and case seminar, The 7th China Graduate Student Public Management Case Competition launch meeting and participation training meeting, National MPA core course "Public Economics" Teaching and case seminar, the MPA training unit of "political science" professional direction construction and teacher training seminar, etc.

3. Construction of Teachers

3.1. Construction of teachers / tutors

The MPA teaching team implements the "two-integration system" mode, integrating local teachers with international experts, academic tutors and practical (off-campus) tutors, and basically forming a teaching team integrating full-time teachers, industry experts and foreign experts. Some international experts in this project come to give lectures; the summer international courses at the school level are open to students. The teaching team of this project selects teachers based on the overall advantages of the school rather than the platform of the degree site, and makes full use of the advantages of the school in the fields of trade finance, law, management and other fields.

All the core courses of MPA have been implemented by the teacher A / B system, jointly developed and preparing lessons; The dual tutorial system (off-campus practice tutor and on-campus academic tutor) has been realized, 80% of the full-time teachers have overseas visiting experience, and the core teachers have social service experience. The program actively selects MPA full-time teachers to participate in the core course training and teaching seminar of the National MPA Teaching Index Committee. The discussion topics cover the course teaching methods, international education direction, methodology curriculum construction and other key links of training.

3.2. Implementation of the mentor's responsibilities

This year, we have continued to strictly implement the relevant documents of supervisor management, strictly enforce the supervisor selection standards, clarify the responsibility consciousness of supervisors, standardize the guidance behavior of supervisors, strengthen the selection, assessment and training of part-time supervisors, fully reflect the discipline differences and discipline development characteristics, and strive to create a team of full-time and part-time graduate supervisors.

3.2.1. Improve the construction of tutor system and strengthen the management of tutor post. Formulate and implement the Implementation Rules for the Comprehensive Implementation of the Responsibilities of The Graduate Tutors, adopt the quantitative points system, focusing on the implementation of the responsibilities of the supervisors and the performance of the guided students, and highlighting the effectiveness of talent training.

3.2.2. Through strict evaluation and selection of tutors, excellent political quality, noble ethics and excellent professional quality are taken as the basic criteria for the selection of tutors, the effectiveness of talent training is taken as the element of tutor assessment, and the long-term mechanism of quality assurance of graduate training is established and improved.

3.2.3. Through carrying out training activities for graduate tutors at all levels, targeted training is carried out in strengthening the strategic planning of outstanding graduate education, the working process of graduate education management, and the requirements of teachers' ethics, which has laid a solid foundation for building a high-level mentor team with professional spirit.

3.3. Composition of tutors outside the school

All students are guided by dual tutors, among which the academic tutors are academic authorities and outstanding young scholars, mainly for students' academic research guidance during their study. Meanwhile, government departments, enterprises and institutions of knowledgeable and experienced cadres as MPA mentors. Among the external tutors, 76% have master's degree or above, and 21% have senior titles.

3.4. Participation in courses or lectures by external experts

This year, top scholars of management discipline including Ding Huang, Zhou Nianli, Wang Tengjiao, Gao Yuning, Liu Ying, Meng Tianguang, Gao Xiang, Ma Liang, Huang Huang, Zhang Nan, Fan Ziteng, Wang Qingbin were invited to hold more than 10 lectures and forum activities.

4. Scientific Research

4.1. Scientific research awards and publications

2022 the faculty on public governance, the government fiscal and taxation reform, environmental protection policy evaluation, health care system reform, public cultural services and other important issues for further study, the Chinese practice, Chinese theory, Chinese experience, Chinese discourse has carried on the thorough summary and refining, formed a lot of beneficial scientific research achievements.

The faculty members practice the spirit of thesis writing in the motherland, focus on major theoretical and practical problems, and have published more than 60 academic achievements in authoritative academic journals such as China's Population Resources and Environment, Applied Economics, Comparison of Economic and Social Systems, China Administration, Academic Research and Guangming Daily, actively telling China's stories and passing on China's experience. This year, the teachers have been approved as 4 national and provincial longitudinal research projects, including 1 key project of National Social Science Fund, 1 youth project of National Social Science Fund, and 2 provincial and ministerial major projects.

4.2. Academic influence at home and abroad

This year, more than 30% of the faculty in the programs have important positions in academic organizations or trade associations at home and abroad, including Ministry of Education of public management discipline professional teaching steering committee, deputy director of the committee Peng Xianggang, executive director of the Chinese cultural industry management committee, the international sociology theory of art and law association member Wu Chengzhong, executive director of the Chinese customs society Li Hailian, China customs association deputy secretary-general Xu Chen, China federation of industrial economy expert committee Wu Wei, etc., playing an important role in the fields of public administration, customs management and cultural management at home and abroad.

5. Community Service

In 2022, the faculty of this programs actively respond to the Ministry of Education to promote the construction of new university think tanks with Chinese characteristics. Relying on the platform of the General Office of the CPC Central Committee, the Ministry of Education and the high-end think tank in the capital and And Xinhua News Agency, People's Daily, Guangming Daily, Economic Daily, Culture and Tourism Research trends,we have submitted 15 research reports or theoretical articles on high-quality employment, optimizing the business environment, epidemic prevention and control, social security, and the utilization of the cultural heritage of the Winter Olympics. The subject teachers have actively undertaken a number of entrusted projects of All-China Federation of Trade Unions, General Administration of Customs, Ministry of Civil Affairs, China Education Association for International Exchange, Department of Political Science and Law of the Ministry of Culture and Tourism, which provides strong intellectual support for accurately grasping relevant problems and formulating reasonable coping strategies. Many of the research results have been adopted by relevant departments and Beijing.

The research team represented by Professor Li Chang'an has tracked the difficult and hot issues in the field of employment and social security in China under the new normal of the economy for a long time, providing a reference for the formulation and improvement of relevant national policies. In 2022, the team submitted more than 10 copies of various internal references, and many of them were approved by leaders of vice Premier and above.

The research team represented by Dr. Gao Zhaoyu conducted an in-depth study on the sustainable utilization of the cultural heritage in the post-Winter Olympics this year, and received instructions from provincial and ministerial leaders of the General Administration of Sport of China.
