Xiong Chengyu’s speech topic is “The Development Report of Digital Content Industry of 2014”. He analyzed the development of China’s digital industry. In 2014, American digital industry scale was listed top one, while China’s digital industry developed fastest. Digital games, digital music, video industry driven by advertising and cartoon and it derivatives are the four main products. In recent years, the world digital industry has showed the trend of transferring to developing countries, content localization and technology influencing the industrial pattern. That’s because it is technology driven, command driven, policy driven and capital driven.

During the “Conversation with Experts”, six scholars discussed the relations among culture , the government and market. That all agreed the government and market should work together. But some American scholars raised the idea of “small government”and emphasized the role of individual. They held the opinions that the government’s power should be strictly limited and the cultural industry should be marketized as much as possible. The government can only intervene when the market fails. With the ideas from the Third Plenary Session as the guiding principle, Chinese scholars adhered to “the decisive role of market in resources allocation”, and they also thought the government was important too. The development of China’s cultural industry is promoted by the government from up to down. Qi Yongfeng from Communication University of China said the roles of market and government should be decided by national conditions and social development.
