Yang Song, the Director of General Administration of Quality Supervision, Inspection and Quarantine(AQSIQ), held the "TBT and SPS Agreement" lecture in our school

On June 1st, 2016, Yang Song, a senior engineer and the director of the TBT notification consulting department of Standards and Regulations Center in AQSIQ, was invited to give an English lecture on “Technical Barriers to Trade Agreement(TBT) and Agreement on the Application of Sanitary and Phytosanitary Measures(SPS)” for the 33rd Advanced English Class of AQSIQ.

In this English lecture, Director Yang Song first took the theory as the entry point, comprehensively combed TBT and SPS agreements. Starting from the historical development of TBT and SPS, Mr. Yang fully demonstrated the relationship and differences between TBT and SPS, as well as their main regulations. Then, he deeply elaborated the related information and difficulties of TBT and SPS. Combining with some classic international cases, director Yang Song then vividly expounded/clarifies the international dispute settlement, interpretation of SPS, and DSB judgment execution through the analysis of "Squid Import Measures"(Canada vs. Australia) and "Hormone Beef Case" (the United States and Canada v. EU), which greatly enriched trainees’ knowledge and expanded their international vision. It shows the heavy responsibility they need to shoulder in dealing with technical measures to trade. After two hours’ brilliant demonstration with simple but profound language and detailed content, Director Yang Song discussed with the trainees on the interpretation of specific terms of TBT and SPS, the resolution process of WTO disputes, and those related issues encountered in their work.

Director Yang Song has been engaged in WTO/TBT-SPS work for many years and participated in the establishment of Enquiry Point of Chinese SPS, presiding over the notification consulting work of TBT and SPS. He has organized and personally attended the review of several/numerous technical measures to trade for foreign countries, a considerable part of which were adopted by the country which made the measures, thus breaking the foreign technical barriers to trade in the draft stage, and avoiding the possible loss of China’s product exportation. Director Yang Song has been committed to the research of technical barriers to trade at home and abroad for many years and joined many topics of research. He also participated in the publication of many books and translated works, familiar with the system and main regulations of technical barriers to trade in the major trading countries. He presided over the formulation of two Asia and Pacific Plant Protection Organization Standards, which is the first time that China has undertaken the establishment of an international standard in the field of plant quarantine.
